RREUSE welcomes the European Commission’s initiative to revise and clarify the 2011 SGEI Decision, which has been essential in recognising the role of social enterprises in delivering work integration and social inclusion services.
However, the current rules remain significantly underused by national authorities. In our response to the public consultation, we highlight key barriers faced by our network — such as restrictive interpretations of the rules, legal uncertainty, and limited awareness among public authorities. These issues continue to prevent social enterprises from accessing the support they need to deliver essential services.
RREUSE sees great potential in the current revision to remedy the ambiguity and litigation risks associated with public compensation granted to social economy entities. This is not just an opportunity to unlock the full potential of mission-driven services that connect environmental ambition with social inclusion on the ground, but also to simplify the implementation of SGEI rules within their intended scope.
