RREUSE's feedback on the future Union of Skills initiatives

RREUSE responded to the public consultations for two key EU Union of Skills initiatives: the Vocational Education and Training (VET) Strategy and the Skills Portability Initiative. Both initiatives offer an opportunity to strengthen support for vocational training for the green transition in a more inclusive and effective way, while also improving the recognition of work-based and informal learning.


Social enterprises active in reuse, repair, and recycling within the wider RREUSE network are unique training providers. They leverage their circular operations as to create skills development and job opportunities, particularly for groups underrepresented in the labour market. These organisations promote circular skills — the manual abilities needed to extend product lifespans through repair, reuse, and preparation for reuse — which have become increasingly scarce after decades of decline in hands-on work.

By offering flexible, work-based, learner-centred training, they foster interpersonal green and digital skills that are especially valuable for individuals with limited formal education or those coming from complex personal circumstances. 

Their approach combines technical learning with confidence-building, guidance, and tailored support, enabling people to gain social mobility and progress into the labour market. It is a representative example of skills development rooted in the principles of a socially fair and inclusive circular economy.

However, existing VET systems often fail to reflect the specific needs of circular activities such as reuse and repair. In addition, the lack of formal recognition of social economy enterprises as legitimate skills providers limits their growth potential and reduces the portability of the skills acquired by their workers.
