As part of the European Commission’s midterm review of the Social Economy Action Plan (SEAP), RREUSE has submitted its feedback, drawing attention to urgent challenges and emerging opportunities facing social enterprises active in reuse, repair and recycling.
Our contribution highlights several pressing developments since the launch of SEAP in 2021 — from the crisis in the second-hand textile sector to ongoing digital transitions and growing budgetary constraints affecting inclusive employment. RREUSE also calls for better recognition of the dual social and circular missions of our members, improved access to public funding mechanisms like state aid and public procurement, and new efforts to scale up successful eco-social innovations across Europe.
We welcome the SEAP’s progress to date — including the groundbreaking Council Recommendation on developing social economy framework conditions — and call for an ambitious continuation of this work beyond 2030.
